Bălți North District Heating Modernisation Programme
EBRD financed the modernisation of the district heating system serving a residential district of Bălți, Moldova — replacing old pipes, installing building-level heat substations, and improving efficiency for around 12,000 households. This consultation, now closed, gathered residents' views on tariffs, reliability, and construction disruption. Comments received have been reviewed and reflected in the final action plan.
The completed-cycle project comprised replacement of ~18 km of ageing pre-insulated heat distribution pipes, ~90 building-level automated heat substations, modernisation of pumping stations, and metering improvements serving ~12,000 households. Objective: cut heat losses, improve billing fairness through consumption-based metering, and stabilise winter heat reliability. Category B under EBRD's Environmental and Social Policy. Disclosure included an ESIA, a tariff and affordability assessment, and a SEP, with a 30-day public comment period that has now closed. Key issues raised: affordability for vulnerable households, reliability of heat during the transition, construction disruption, and local air quality from the heat source.

The heat for our district comes from a central plant. Modernising the pipes is good, but will the project also reduce emissions from the heat source, or just the losses in the network? Residents near the plant care about the smoke in winter, not only about efficiency percentages.
We represent several blocks along the main avenue. Replacing 18 km of pipe will tear up courtyards and parking. We ask that the contractor restore courtyards, green areas and playgrounds to their original state after the works, and give each block advance notice of when their section will be dug up.
We appreciate the Residents' Committee's input. The contractor will be contractually required to reinstate courtyards, green areas, parking and playgrounds to their pre-works condition, and to provide each affected block with advance written notice of works scheduling. These commitments are recorded in the Environmental and Social Action Plan and the final Public Consultation Report.
Every winter for the last few years the heating has failed for days during the coldest weeks. My main question is simple: during the works to replace the pipes, will our heat be cut off, and if so for how long and in which months? Please do not dig up the pipes in January.
I am a pensioner in a two-room flat. They promise the new system is more efficient, but I have heard 'efficiency' before and my bill only went up. Will consumption-based metering actually lower what I pay in winter, or will the fixed charges make it worse for those of us who already keep the heating low?
